Saudi Arabia’s Role in Counterterrorism and Its Financing

The Islamic Military Counter-Terrorism Coalition's Secretary-General, Maj. Gen. Mohammed bin Saeed Al-Moghedi, received HE, Fahd Al-Rashoud, Assistant Deputy Attorney General for prisons oversight and execution of judgments in Saudi Arabia and the accompanying delegation at IMCTC's headquarters in Riyadh, on Monday December 26, 2022.

During the visit, HE Al-Rashoud received a thorough briefing on the IMCTC’s efforts across counterterrorism domains, its implementation strategies used for its counterterrorism initiatives, its role in combating extremist ideology and coordinating all efforts via its ideology, communications, counter-terrorist financing, and military initiatives, as well as coordinating and stepping up counterterrorism efforts among member countries.

Later, the visiting delegation toured IMCTC headquarters facilities, learned about its key counterterrorism publications, and got an update on terrorist organizations and events around the world, as well as the monitoring and tracking tools the IMCTC uses in this context.

On the sidelines of the visit, HE Al-Rashoud delivered a presentation on "Saudi Arabia’s role in countering terrorism and its financing." The presentation touched upon many themes, including international agreements, treaties, and documents relating to countering terrorism and its financing, the proactive approach to terrorism and its financing in Saudi Arabia; the methodology of the Kingdom of Saudi Arabia in criminalizing terrorism and its financing in its laws; and the role of the public prosecution in countering terrorism and its financing during the phases of the investigation and trial. HE Al-Rashoud concluded by urging the IMCTC's member countries delegates to continue their efforts to strengthen international collaboration in areas related to countering terrorism financing and to tighten regulations that help dry up the sources of funding for terrorism, such as drug trafficking, human trafficking, money laundering, etc. In order to counter terrorism and cut off its funding sources, he also emphasized the necessity of focusing on training and development.​
